    Abstract

    Current procedure for updating the civil registration and population data in Indonesia has weaknesses that need improvements. One of them is the only written reporting procedure, submitted personally by the person in need to the civil registry officer. With this procedure, the accuracy of the data contained in the database SIAK (Sistem Informasi dan Administrasi Kependudukan-Population Administration and Information System) is very dependent on public awareness. This paper discusses a literature study of current government regulations and prior researches in the field of civil registration and population data updating procedure. It also proposes a new SIAK data updating procedure involving active public participation that can be done through a multi-channel telecommunications architecture. The architecture is designed as a complement to the official data updating procedure. This paper also reveals a number of important technical aspects that arise and should be considered in the new procedure. © 2018 IEEE.

    Abstract

    Implementation of Information and Communication Technology (ICT) within the scope of government is one important aspect that needs to be developed. Implementation of ICT applications is expected to facilitate various activities quickly, precisely and accurately with the aim of improving productivity so that the quality of government performance can increase in service to the public and internal government. Many district governments in Indonesia have no reference in strategic planning in the context of ICT, so stakeholders find it difficult for decision-makers in ICT development. The impact of this problem also affects the level of implementation of the regional work units in the region area. It, therefore, has no guidelines for developing and utilizing ICT properly and appropriately. Master plan of information and communication technology for local government is a product of scientific research with PeGI model (ranking of e-government Indonesia) as measurement model of e-government system. Model PeGI takes measures on 5 (five) dimensions of the e-Government system: policy, institutional, infrastructure, application, and planning. The final outcome of the measurement will be used as a recommendation and policy in preparing the ICT master plan to support local government processes and management work. The Master plan of Information and Communication Technology is expected to realize district governance system that is able to bridge the various needs of ICT implementation in agency. © Published under licence by IOP Publishing Ltd.

    Abstract

    There are still many Indonesian Migrant Workers, or commonly reffered to as Tenaga Kerja Indonesia (TKI), who are involved in criMinality whether as the victim or under criMinal prosecution while working abroad. This indicates that the involvement of stakeholders including the government in protecting TKI has not yet been maximized. The existing efforts only focus on law and regulation and lack in quick and proper response. These issues can ideally be Minimized if there is a form of continuous communication between migrant workers and the stakeholders during TKI placement. This research focus on analyzing the requirements to develop TKI protection information system. The requirements are obtained through SWOT analysis. The results show that TKI need to make regular reports through the information system. System then monitors TKI condition overtime to assess their situations and notifies government and/or other stakeholders if any response needs to be taken. Through this information system analysis, the model for TKI monitoring information system that connects every stakeholders is developed. It is expected that this work would provide government a model for information system to assist TKI work safely and comfortably. TKI will have confident that they are with caring government. Therefore various issues that occur can be dealt seriously, quickly, and appropriately. © Published under licence by IOP Publishing Ltd.

    Abstract

    This paper presents how to implement TOGAF Framework for designing E-Government Master plan. TOGAF is usually used to design Application or Information System, with several audit based on TOGAF in small number of Master plan. The challenge is to use which kind or version of TOGAF that is suitable and try not to trap on the detail design as if is implement on the Application or Information System design. TOGAF ADM is chosen to guide the Business, Data, Information System, and Technology Architecture Design, while the Proposed Method is proposed to accomplish solution domains. This proposed method is planned to be submitted to Open Group Organization as enrichment for Enterprises Continuum in TOGAF Framework. The Proposed Method for E-Government Master plan Design is to cover the Solution, Migration Plan, Implementation Governance, and Change Management Domains. The method contains guideline solution for those domains include the artifacts that are suitable for E-Government Master plan solution. The Case Study is perform for Local Payakumbuh City Government, the additional challenge is to interpret non TOGAF-wise guidelines from Central Government and effective and economic solution required. Although the case study is perform for local government but the method or tools itself is to make in generals which can be customized as tool for any central government. © 2014 IEEE.

    Abstract
    This paper presents the proposal of TOGAF ADM Enterprise Continuum for organization-specific solution. TOGAF includes the concept of the Enterprise Continuum, which sets the broader context for an architect and explains how generic solutions can be leveraged and specialized in order to support the requirements of an individual organization. The Enterprise Continuum is a view of the Architecture Repository that provides methods for classifying architecture and solution artifacts as they evolve for generic Foundation Architectures to Organization-Specific Architectures. The Enterprise Continuum comprises two complementary concepts: the Architecture Continuum and the Solutions Continuum. This Proposed TOGAF ADM Enterprise Continuum for Organization-Specific Solution on e-Government is focused on addressing enterprise need. The Solution Continuum covers the Opportunity and Solution, Migration Plan, Implementation Governance, and Change Management Domains phases. The method contains guideline solution for those domains include the artifacts that are suitable for E-Government Master Plan. © 2014 IEEE.

    Abstract

    Hoax, another opponent that also appeared during the pandemic. Not only as a “Black Swan” that has negative impact on human life, this pandemic has also forced countries around the world to provide quality public service innovations, and Indonesia is no exception. This research was conducted to examine Utilization of mobile application as a communication strategy from the government in providing information services related to Covid- 19 to the public. Because public must get information about Covid-19 that comes from the right and trusted sources. Descriptive study was chosen as the appropriate research methodology, to examine PIKOBAR (Pusat Informasi dan Koordinasi Covid-19 Jawa Barat), mobile application used by the West Java Provincial Government. The results of this research indicated that PIKOBAR provides the update of the number of exposed cases and deaths due to Covid-19, the list of important numbers or emergency calls within the scope of West Java Province, the map of the spread of Covid-19in 27 Regencies/Cities in West Java Province, videos and infographics that are easy to understand. This mobile application is considered capable in responding to the challenges of the need for correct, precise, and reliable information, fulfilling the demands of innovation in improving the quality of public information services. But it has not been fully achieved because there are still Bandung City residents who have not used this mobile application. This research is expected to have implications for government both regional and national to always try to provide public service innovations. © 2025 Author(s).

    Abstract:

    Between 2020 and 2021, Indonesia and Malaysia were both impacted by the COVID-19 pandemic. These two nations adopted a strikingly similar approach to restrict access to certain areas, primarily relying on identical criteria. In the case of Indonesia, the PPKM (Community Activity Restriction Enforcement) strategy was employed, this contained a component involving the exposure of COVID-19 affected persons. The determination of the extent of this exposure was primarily based on monitoring the rise in the number of individuals who had been in contact with COVID-19-positive individuals. However, during a pandemic, it’s imperative to consider not only those individuals who are confirmed to have COVID-19 but also those who exhibit symptoms similar to COVID-19 but have not been diagnosed. These individuals can also act as potential agents for the spread of the pandemic within their communities. This is referred to as the “Precaution COVID-19 Pandemic (PCP) Level.”It’s important to note that the PCP level does not have a universally agreed-upon definition at present. Instead, it is influenced more by the number of individuals displaying symptoms akin to those of COVID-19, rather than solely relying on the increase in confirmed COVID-19 cases. In essence, both countries shared a comparable approach to pandemic management during this period, but the emergence of the PCP level underscores the need for a broader perspective when assessing the pandemic’s impact on communities, considering not only confirmed cases but also symptomatic individuals who may contribute to its spread. The PCP Level determination can be used for preventative policy and to supplement the previous Pandemic Level Methods. Two methods are employed to realize this concept: the AHP approach for calculating the Covid-19 pandemic level and the K-Mean algorithm for pattern clustering. Data was gathered from 11 health centers in West Java province. The findings of this study underscore the potential of a multifaceted approach to pandemic precaution in the context of COVID-19. By synergistically integrating the three proposed algorithms and leveraging data on symptoms that are intricately linked to the predominant COVID-19 symptoms, this research illuminates a promising avenue for determining and implementing precautionary measures during the ongoing pandemic. This holistic strategy not only offers a more comprehensive understanding of the virus’s spread but also furnishes decision-makers with a versatile toolkit for tailoring precautionary actions to different circumstances, ultimately contributing to more effective and adaptive pandemic management. © 2023 IEEE.

    Abstract:

    Several countries have stopped community restriction program activities in dealing with COVID-19, including in Indonesia which has stopped a similar program at the end of 2022. Each country is starting a new era, namely the COVID-19 prevention program, but not all countries have accurate data regarding the type symptoms that could be indicators of prevention. This inaccuracy will be overcome using the behavior of the Kalman Filter while the presumption that influenza symptoms can be use to approach the COVID-19 symptoms. Various Kalman Filter models will be tried which represent the level of concern for prevention, which we call the COVID-19 Pandemic Precaution Level (PCP). The data for this study were obtained from a number of symptoms encountered that resemble the symptoms of COVID-19 after 2022. And provide the results of several Kalman Filter models for normal worries and extreme worries. © 2023 IEEE.

    Abstract:

    This research discusses how to design and realize a system that prevents the early spread of the virus, especially COVID-19, through hand contamination. This equipment is an integrated system starting from detecting the presence of people in a certain radius, detecting human body temperature, and automatic hand washing equipment equipped with a hand dryer. This equipment consists of parts including sensors for the presence of people at a specific radius, temperature sensors, sensors on water taps, and sensors on hand dryers. In addition, this tool uses a bottom-loading system to make it easier to refill water and soap. Based on the results of the tests, this tool can operate adequately. The PIR sensor can detect people coming within 1-4 meters, non-contact temperature sensors can detect human body temperature well within a distance of 0-5 centimetres, whose results can be seen on the LCD and heard through speakers; IR proximity sensor can detect the user’s hand at a predetermined distance so that water, soap, hand sanitizer and hand dryer can work at that distance. This equipment is expected to be used when entering public service areas to minimize the potential for the spread of COVID-19. © 2023 Taylor’s University. All rights reserved.

    Abstract

    One way to prevent and reduce the spread of the covid-19 pandemic is through physical distancing program. This research aims to develop a prototype contactless transaction system using digital payment mechanisms and QR code technology that will be applied in traditional markets. The method used in the development of electronic market systems is a prototype approach. The application of QR code and digital payments are used as a solution to minimize money exchange contacts that are common in traditional markets. The results showed that the system built was able to accelerate and facilitate the buying and selling transaction process in traditional market environment. Alpha testing shows that all functional systems are running well. Meanwhile, beta testing shows that the user can very well accept the system that was built. The results of the study also show acceptance of the usefulness of the system being built, as well as the optimism of its users to be able to take advantage of this system both technologically and functionally, so its can be a part of the digital transformation of the traditional market to the electronic market and has become one of the solutions in reducing the spread of the current covid-19 pandemic. © 2021, Institute of Advanced Engineering and Science.
