    Abstract:

Fraud is a systematic crime that has a very broad impact. It can happen in any fields, including in hospitals. Fraud is a form of corruption. Hospital is a health service institution. Corruption in hospitals has the potential to lead to ineffective health services for people. The phenomenon of health care fraud in hospital is an indication the law does not function in accordance with the objective. This study aims to determine the functionalization of law and sentence for fraudulent acts as a form of corruption in hospitals based on justice values. This study is a descriptive study with normative juridical method that employed statutory and conceptual approaches. The data were collected through a literature study. It was subsequently analyzed qualitatively. This study is of the position to view that prosecution of criminal acts of corruption requires functionalization of law. The functionalization of law must be interpreted as positioning everything in its proper place. It is the synergy of the legal system, which consists of formulative, judicial, and executive policies. The criminal procedures can apply the punishment system for perpetrators of fraudulent acts in hospitals that includes extended alternative punishment. © 2021, Padjadjaran University. Design of Web-Based Land Deed Registry with a Geographical Information System

Authors: Agis Abhi Rafdhi, Umi Narimawati, Nizar Rabbi Radliya, Lia Warlina

    Abstract

The needs of the community in completing the administration, especially in the field of land and buildings are quite high. Especially in the land sector, which is never empty of buying and selling transactions. In the process, the community needs to take care of the administration from the village level to the sub-district level to get their land titles. At the sub-district level, which of course covers the area of several villages, it certainly requires a fast process to avoid queues and also tidy up the data as archives if one day it is needed. Cibiru District, which is located in the eastern part of Bandung City, includes 4 (four) urban villages, namely Pasirbiru Village, Cipadung Village, Palasari Village, and Cisurupan Village. With the coverage of the four sub-districts, of course, if there is a land administration process, it requires a system that can properly handle the interaction between sub-district officers and the community. The purpose of this study is to design a Land Deed Submission Information System with the intention of providing two-way services between the communities as users so that they can directly access and participate in the stages. The method used in this study uses qualitative methods by using interview and observation data collection techniques to the object of research, namely the Cibiru District Office. The system development method used is object-oriented with a prototype as a software development method. The results show that with the design of this information system, the problems that have been described previously can be resolved, so that the community can easily monitor the progress of the land deed. The process in the system includes an application for a Sale and Purchase Deed (AJB), site review, and AJB collection. All processes that are usually carried out by visiting the sub-district directly can be facilitated by the existence of this information system which can be accessed via the website by the user and can directly input data and file requirements. © School of Engineering, Taylor’s University.

Authors: Muhammad Aria Rajasa Pohan, Dhiyaa Rifqi Taufiqurrahman, Fernando Sitanggang, Vania Retha Luthfia Fitriani

    Abstract

This investigation aims to develop an odour reduction system simulation using a Type-2 Fuzzy Logic Controller (T2FLS). T2FLC is a further development of the classic fuzzy logic (Type-1 Fuzzy Logic Controller or T1FLC). Where the membership function of T2FLC is also fuzzy. A test by several references indicates that the performance of T2FLC is better than the T1FLC. The proposed T2FLC is tested and compared to the PID controller and T1FLC. The test is based on simulation using MATLAB and Simulink®. Three attempts are carried out to compare the performance of the three controllers using three different gain (C), time delay (L), and time constant (T) values. This shows that type-2 fuzzy is the most reliable method for magnifying C, L, and T values with rise time = 1.368 seconds, maximum overshoot = 60%, and settling time = 8.989 seconds. © School of Engineering, Taylor’s University.

  • Pupil Center Detection Using Radial Symmetry Transform to Measure Pupil Distance in the Eye

Pupil Center Detection Using Radial Symmetry Transform to Measure Pupil Distance in the Eye

    Authors: Utama J, Fitriani V. R. L

    DOI: 10.5829/ije.2023.36.05b.04

    Abstract

In patients with refractive errors or impaired vision, light rays received by the pupil do not fall directly onto the retina. This can be corrected by wearing monocled glasses. The focal point of the eyeglass lens needs to be adjusted to the center of the user’s pupil. This can be known through the measured pupil distance (PD) value information. The measurement of the PD is very important to determine the center distance of the pupils in both eyes. where the eye does not experience the prism effect. This study aims to apply the radial symmetry transformation (RST) method combined with self-quotient (SQI) imagery to detect the pupillary center and measure PD. This algorithm combines to get more optimal results in detecting the center of the pupil in dark conditions or those exposed to shadow illumination. The program created using the MATLAB software simulates PD measurements for pupillary center detection in bright and dark images conditions. The test was carried out ten times, and the results showed that the system was able to measure PD on low-resolution images of 300 x 300 pixels at 72 dpi in bright image conditions; with measurement uncertainty values in each image of 0.60 mm. As for testing on dark images, the uncertainty values are 0.80 mm. In this case, the standard deviation value is obtained from the effect of the different dimensions of the face object on the tested image. © 2023 Materials and Energy Research Center. • A Bert Model to Detect Provocative Hoax

A Bert Model to Detect Provocative Hoax

Authors: Rio Yunanto, Eri Prasetyo Wibowo, Rianto R

    Abstract

The information flood makes social media users vulnerable to becoming victims of provocative hoaxes or even spreading hoaxes themselves. This research examines the capabilities of two variants of Bidirectional Encoder Representations from Transformers (BERT) models for the Indonesian language (IndoBERT Base Model and Indonesian BERT base model 522M) in developing the detection of provocative hoaxes in the Indonesian language. The proposed method used two variants of the monolingual BERT model for the Indonesian language from the Huggingface library. The proposed method’s architectural flow starts with data collection and labelling from community hoax collector websites, followed by pre-processing. The cleaned data is then divided into training and test data to proceed to the fine-tuning stage, where several layers and weights of the BERT model are adjusted to fit the desired classification task. The experimental results of the study show that the recommended Indonesian BERT variant for the detection of provocative hoaxes is the IndoBERT Base Model with a learning rate of 1e-5, a batch size of 32, and a maximum length limit of 128 tokens, achieving an average training accuracy of 99,22%, with a training time of 21min 52s. The research findings also indicate that a learning rate 1e-5 can produce better test accuracy than a learning rate of 2e-5 or 3e-5. The detection model of provocative hoaxes using Indonesian BERT variants needs to be improved, especially in terms of collecting a large amount of hoax data, to enhance the accuracy of the provocative hoax detection model. © School of Engineering, Taylor’s University.

The Production of Mingling Spaces as a Form of Children’s Mobility

Authors: Dhini Dewiyanti, Andiyan, Dianna Astrid Hertoety, Tri Widianti Natalia

    DOI: 10.13189/cea.2023.110613

    Abstract

The city of Bandung in Indonesia is facing challenges due to the decreasing availability and high prices of land. This has resulted in settlements that do not meet the basic housing requirements, including providing open spaces or communal areas for residents. As part of the community, children are particularly affected by spatial injustice caused by the lack of space, specifically for playing. Furthermore, children in Bandung often visit play areas in other communities. Preliminary research are indicating some interesting phenomena, including 1) the existence of spaces in settlements that are only used by children from the specific community and 2) the existence of spaces that are shared and used by children from various surrounding settlement areas. These shared spaces, where children from different areas come together to play, are called “mingling spaces”. Therefore, this research aims to identify and understand the mingling spaces that emerge from children’s activities during their collective play. It was conducted in three settlement areas in North Bandung with shared play spaces. Data were collected by observing the play behaviour of children aged 4-12. Spatial analysis using social constructivism methods provides an understanding of the mingling spaces between two different communities. Mingling spaces in this research are manifested as a “third space” referred to as the ‘Dynamic Third Space’. Mingling space is dynamic because it is temporal, tends to disappear at any time, and can be permanent and also mobile. Mingling spaces exist due to shared goals, time, and access. These findings indicate a tendency towards spatial injustice, specifically for children, in obtaining their rights to suitable play spaces. © 2023 by authors. All rights reserved.

The Ensemble Method and Scheduled Learning Rate to Improve Accuracy in CNN Using SGD Optimizer

Authors: Suhirman S, Rianto R, Insap Santosa, Rio Yurianto

    Abstract

Indonesia is an agricultural country where most people work as farmers. As an agricultural country, Indonesia produces staple foods, such as rice, corn, sago, and fruits. This research uses the Convolutional Neural Network (CNN), one of the popular algorithms in Deep Learning to classify two varieties of fruit using Stochastic Gradient Descent (SGD) optimizer. The data used in this research is the primary data collected using a smartphone camera. The data are 400 images of two fruit varieties, Mango, and Avocado. The main research objective is to obtain the highest accuracy by modifying the classifier model and learning rate. The model modification, this research uses an ensemble system while in learning rate using an exponential scheduled learning rate. The result shows that the accuracy of the ensemble system is 0.99, the scheduled learning rate is 0.97, while without modifications is 0.53, respectively. However, when using the SGD optimizer to train CNN, it is advised to use a predefined learning rate. A shorter training period with sufficient model accuracy and practicality supports the scheduled learning rate. © 2023 Taylor’s University. All rights reserved.

Authors: Dian Dharmayanti, Arsy Opraza Akma, Eddy Soeryanto Soegoto, Lia Warlina

    Abstract

In Garut Regency, farmers receive their commodities at a selling price that collectors determined. This issue causes farmers to lose money because their income does not correspond with the market price for their goods. This loss has an impact on reducing farmer productivity. Therefore, this research aims to provide recommendations to farmers regarding commodity selling prices for particular periods based on forecast results. This research implements data mining so commodities selling prices can be predicted. Data mining is a way to find patterns or knowledge from past data. Multiple linear regression methods or algorithms are used to find patterns or knowledge with data mining. Multiple linear regression can be used to predict commodities selling prices based on rainfall factors and total production. The application developed can produce recommendations for farmers for commodity selling prices for specific periods based on prediction results, thereby reducing losses for farmers. © 2024 Taylor’s University.
