    Abstract

    E-Planning is an application used to help formulate policies in preparing internet-based regional development planning documents. Minister of Internal Affairs Regulation No. 90/2019 concerning the Regional Government Information System (SIPD) has obliged City/Regency governments throughout Indonesia to implement SIPD gradually starting in 2021 using an application developed by the Ministry of Home Affairs, namely SIPD with the web address https://sipd.kemendagri.go.id. The SIPD e-Planning application that was built and developed contains e-Database, e-Planning, eMonev, and e-Reporting to build a more effective, efficient, lawabiding relationship between central and local governance, accelerating bureaucratic reform to strengthen regional autonomy. For the needs of evaluation and application development, it is necessary to conduct research on the user experience of the SIPD e-Planning application. The SIPD ePlanning application was introduced to the Regional Government in conjunction with the emergence of the COVID19 pandemic, which began in early 2020. Therefore, it is also necessary to examine how the SIPD e-Planning application services during the pandemic. This study aims to evaluate the user experience of the SIPD e-Planning application in Luwu Regency and Gowa Regency, especially during the COVID-19 pandemic. The research was conducted using the meCUE Questionnaire method and interviews with application users. An evaluation of the user experience of the SIPD e-Planning application shows that the SIPD e-Planning application is handy and very appropriate for use in achieving e-Planning goals. The SIPD e-Planning application is easy to use and has a userfriendly interface. Development planning during the COVID-19 pandemic was very effective using the SIPD e-Planning application because it can be accessed online so that it is not affected by changes in work schedules caused by work from home (WFH) policies during the COVID-19 pandemic. The overall evaluation of user experience shows that Luwu Regency and Gowa Regency users have relatively similar experiences with the SIPD e-Planning application. © 2024 IEEE.

    Abstract:

    The implementation of social welfare development programs in developing countries is generally focused on the empowerment program of the poor, which is more nuanced in a participatory approach involving the community, business and government. empowerment is considered appropriate to be one of the policy choices in the development of social welfare today. The development of social welfare based on the principle of empowerment is intended that in the handling of the poor it must be done through increasing the capacity of human resources to increase independence (Law Number 13 of 2011). Regional development has an impact on national development. Poverty reduction policies realized through community empowerment programs have become the main agenda and priori development in Baleendah Subdistrict, especially Rancamanyar Village. One of the poverty alleviation programs through community empowerment carried out in Rancamanyar Village is the Housing Assistance Program for uninhabitable houses. Various local government efforts to reduce the number of uninhabitable houses are still considered uneven. With the limited management and processing of survey data in the regions, it is one of the factors that do not help the existing policies. With the construction of a geographic information system for uninhabitable homes, one of the efforts that must be taken by the local government in order to support and assist in making decisions for uninhabitable houses is to conduct geographical analysis and mapping of uninhabitable houses in Rancamanyar Village, so that help is not wrong target. © Published under licence by IOP Publishing Ltd.

    Abstract

    The purpose of this study is to deals with a data mining to extract knowledge regarding factors which affect tuition fee and predict future amount of the tuition fee. Specifically this paper aims to know what factors do affect tuition fee of a private university in eastern part of Indonesia. We used a vector autoregressive (VAR) model with variables including tuition fee, inflation rate, number of enrolled students and regional minimum wage. The data covers from January 2010 to December 2018 and were collected from the private university, the Bank Indonesia, the Central Bureau of Statistics (CBS), and the South Sulawesi office CBS. We carried out a step-by-step procedure that consists of stationarity test, optimal lag determination, and significance of parameters test as well as un-correlatedness of residuals and structure stability tests. We found that the tuition fee and the number of students are affected by inflation. This result gives impact on tuition fee prediction. © Published under licence by IOP Publishing Ltd.

    Abstract

    Social and economic gap remain a crucial issue in Indonesia related to the level of poverty. This research focuses on analyzing how computerized entrepreneurship education can help reduce poverty in terms of improving quality of life. Studies on quality of life need to be performed in this study considering that most of the previous studies highlight unemployment and income levels as indicators of poverty, without relating it to the quality of life. In addition computerized business now has become a new trend for income generating activities. Quantitative methods were used in the research by applying Man Whitney analysis to compare quality of life between two groups of respondents. WHOQOL-BREF is used as the research instrument and was distributed to group 1 consisting of respondents who had been given computerized entrepreneurship education and group 2 consisting of respondents who were not given entrepreneurship education. Research findings indicates that computerized entrepreneurship education can help reduce poverty through significant improving in the quality of life. Entrepreneurship creates positive change which ultimately bring huge effect on human wellbeing. The research contributes to enhance our knowledge about computerized entrepreneurship education as a pathway to reduce poverty. © 2020 IOP Publishing Ltd. All rights reserved.

    Abstract

    Digital disruption innovation in the financial services industry is an innovation that has succeeded in changing the financial industry landscape, starting from its structure, technology, and marketing model. The emergence of the Financial Technology (Fintech) industry marks a disruptive innovation in the financial services industry. This study aims to analyze the role of the Indonesian government in the era of banking disruption. The research method used was descriptive analysis with a qualitative approach—data obtained through interviews and literature study, Bank Indonesia, the Indonesian Fintech Association, and the National Bank Association. Before the research started, the validity of the data was first tested. The results of the study state that the government encourages banking and fintech to grow side by side and is directed to collaborate immediately. The role of the government as a regulator has been performed by the Indonesian Financial Services Authority (OJK) and Bank Indonesia (BI, Central Bank of Indonesia) by issuing various regulations. The study concluded that there are three areas that regulators need to monitor and guard, including misuse of public funds, protection of the public, private data, and money laundering. © 2022, Institute of Eastern Europe and Central Asia.     Abstract

    The Indonesian government is trying to reduce the poverty rate, among others, by encouraging investment sourced from within the country and abroad and increasing the number of micro, small and medium-sized businesses. However, until the end of 2020, the category of poor people in Indonesia is still relatively high, about ten per cent of the total population of Indonesia. This research problem encouraged the authors to examine the role Domestic Investment (DI), Foreign Investment (FI) and Micro, Small, and Medium Enterprises (MSMEs) to reduce poverty in Indonesia. This is also because there has been no previous Indonesian research involving the four variables with data from 2010 to 2020. This study used quantitative methods to determine the impact of DI, FI and MSMEs on the magnitude of poverty. Data combining time series and cross-section data is analyzed using the least square panel method. The results of the study showed that poverty would decrease when there is an increase in domestic investment, an increase in foreign investment, and an increase in the number of micro, small and medium-sized enterprises in Indonesia. © 2022, Institute of Eastern Europe and Central Asia.     Abstract

    This study aims to analyze the financial performance of Indonesian banks based on the Capital Adequacy Ratio (CAR), Operating Costs per Operating Income (BOPO), Loan to Deposit Ratio (LDR), Net Interest Margin (NIM), Return on Assets (ROA), and Non-Performing Loans (NPL). The research method used is verification with a quantitative approach. Sources of data obtained from the bank’s financial statements that have been published. The sample is grouped into state-owned banks, regional development banks, national private banks, and foreign banks. The sample is grouped into two parts, namely banking performance before and after the financial technology (fintech) regulatory family. The analysis technique used paired sample test and Wilcoxon signed-rank test. The results of the study stated that there were differences in CAR, LDR, NIM, ROA, and NPL after the ratification of fintech regulations. Meanwhile, only BOPO did not experience any difference with the issuance of fintech regulations. © 2022, Institute of Eastern Europe and Central Asia. All rights reserved.

    Abstract

    This study aims to see the impact of the Russo-Ukrainian War on the European Union economy. It uses a qualitative descriptive method. This method answers research questions requiring an explanation and understanding of social activities due to the war. In this descriptive research, we evaluate aimed to evaluate the impact of the Russo-Ukrainian War on the European Union Economy. The results of this study indicate that the European Union’s economy was greatly affected by this war, starting from the disruption of trade relations between Russia and the European Union in all fields, especially in the energy sector, to the creation of high inflation rates in developing countries.
